Cathy Welsh, Attorney at Law (Employment & Labor)

Cathy Welsh has concentrated her practice in employment law for the last twenty-seven years. She helps clients work through complicated employment situations including investigating employee misconduct; understanding and managing employee leaves of absence and requests for accommodation; I-9 and immigration law compliance, exempt/nonexempt classification and pay procedures; and employee discipline and termination. She has assisted clients of all sizes from small businesses not covered by most federal employment laws to healthcare, manufacturing and hospitality clients with thousands of employees. She has also represented governmental employers and federal contractors who have additional compliance obligations. 

In working with clients, Cathy gives practical cost effective answers allowing clients to determine which level of risk management and cost best suits their organization. She is extensively involved in human resource and business organizations and is frequently asked to speak to community and professional groups on all areas of employment law.


Jennifer Shirkey, Attorney at Law (IRS & ERISA)


Jennifer Shirkey concentrates her practice in estate planning, employee benefits, tax, and business law. She assists families and individuals with their trust and estate needs daily and serves as an Assistant Commissioner of Accounts for Harrisonburg & Rockingham County. In addition, she helps business, non-profit and governmental employers of all sizes navigate their employee benefit plans through the Internal Revenue Code and ERISA.

Jennifer also has substantial experience in the tax and business aspects of for-profit and non-profit entity startups, as well as their ongoing operations and mergers and acquisitions. She has particular experience advising health care providers and educational institutions on benefits and tax compliance issues. In working with clients, she applies her technical legal expertise to give practical counsel and develop creative strategies to estate planning, employee benefits, and general business challenges. She is a frequent public speaker on tax issues.
